50mph on M1 J34 already?

Followed the link to www.m1airaction.com yesterday to see what the tree-huggers were up to.
Spoke to my brother later (who lives in Sheffield). He reckons the new signs between J33 and J35 have been showing "Queue after next junction - 50mph" messages recently for no discernible reason. Is this speed limiting by stealth?
Regular users have started to ignore the signs already....

I realise the signs are advisory, but how long before they fabricate a reduction in pollution and call it a success?
