What did I see?

Driving along in a long queue of traffic following a tractor yesterday saw a copper in a field setting up two of these devices from the back of a Trafpol Volvo estate about 20ft from the road. Both were the size of a large portable office type video projector in dull electronics grey, sat on top of yellow tripods, so they could be set to sit just on top of the hedge I guess.

Any ideas what they were? It was on the A41 south of Chester if that helps.

Didn't look like your traditional engineering/building theodolites, and as far as I'm aware there hasn't been an accident there for, well ever, not that particular bit of tarmac anyway.(I'm on that road most days)
