I seem to remember hearing some time ago that if you got a parking fine and overpaid (ie. fine = £30, you send a cheque for £32), the council then send you a cheque for the overpaid amount. If you never cash this cheque, they never cash yours as the "transaction" has never been completed as far as their records are concerned.
