Travelling along the A13 Today and noticed CCTV pilons going up every couple of hundred meters on both sides of the road. Is it a SPECS speed trap system???

Don't panic !!!!
it's all part of a scheme funded by the M25 sphere on behalf of the IMPG (integrated motorway policing group)
CCTV cameras are being upgraded and new ones installed on the M11, M25, M1, in fact all over to give greater CCTV coverage to the motorway control rooms,
They are not for speed enforcement, purely to enable police response to incidents to be prompter and better managed.

I've read about SPECs systems before though and they use normal cameras and time you between cameras working out your speed, they're trialling a system on the M6 aren't they?

Not something i've heard of and certainly not something we do in the met.
It would interfere with the playstation !!!
