I know this isn't about speeding, but didn't know where else to ask..

I have a motorcycle that has been off the road for at least 10 years, but when I moved house 9 years ago, I didn't and still haven't sent off the V5 with address change or stating that bike is off the road.
I am thinking of scrapping the bike,and also if I keep the bike and not scrap it, should I now send off the V5 with my new address,nine years late, and say the bike has been scrapped or kept off road, or should I just not bother, as I don't want to risk a fine or points on my driving licence.

I would not bother to do anything unless you want to sell it or put it back on the road. DVLA are not nowadays noted for their efficiency in recording changes of ownership or address and 10 years ago they were no better. If there was any problem then you might have to 'discover' the copy of the letter you sent them.

Of course your bike, in their fevered imaginations, has been running around the nations roads untaxed as have a million other bikes and cars that have been mothballed in garages all this time. But they need these to justify ANPR, new repressive changes to regulations car crushing etc

If you are going to keep it, send the V5 off to DVLA. They will not know when you moved unless you tell them!

If you are going to scrap it, then send it off. Who cares where it is when it is scrapped? As long as they know!

If your car/bike has not been on the road since 1997 when the Statuatory Off Road Notification scheme came into operation, then you do not need to declare it as being kept off road. You only need to fill in a SORN if you tax it in the future, and the tax subsequently expires.
