Laser Diffusers - Why are they illegal?

Just something I was thinking about the other day.

Under what law are laser diffusers illegal?
I remember that camera detectors were made illegal under "intercepting messages" IIRC, but were made legal when it was decided picking up a scatter signal from cameras wasn't intercepting messages.
So what is the deal with diffusers?

It's either attempting to pervert the course of justice or interfering with a police office in the course of his duty (or whatever it's called).

They're not illegal - well not if you don't interfere with law enforcement.

Nissan use a laser broadcast on a close wavelength on their adaptive cruise control.

Are they going to amputate my right foot since I use it to exceed the speed limit (in appropriate conditions)

Or make me blind so I cannot see the SCP scamera vans? That would work just fine.
