14 day rule (NIPs) not applicable.
Why? What's different about an alleged traffic offence detected by Council CCTV as opposed to one captured on a Police or Camera Partnership device? Secondly, council enforcement in such a fashion is not going to a criminal court & is not a fine levied on the driver (it's not being dealt with as a criminal allegation such as those enforced by SCPs & Police). It's a penalty charge notice that is levied on the registered keeper.

Firstly not all traffic offences require NIPs to be sent out, only a limited number.

So is this one of those de-criminalised parking things?Secondly, council enforcement in such a fashion is not going to a criminal court & is not a fine levied on the driver (it's not being dealt with as a criminal allegation such as those enforced by SCPs & Police). OK Thanks, that makes sense.Do such penalty notices still have to be sent out within a 'reasonable' time?
