new highway code

Can anyone tell me where to get hold of a copy of the new highway code? the version I refer to explains all the parking rules where you are allowed to park on pavements, behind double yellow lines completely blocking off any pedestrian access, also allowing you to drive on the pavement, again behind double yellows to find the exact spot to park in right outside the shop doorway.
The South Yorkshire Constabulary does not seem to want to explain this situation, all they can say is I should take note of the vehicles when I see them and then go and report it to my local police station, if I did this I would be spending all my time noting the same vehicles over and over again and wasting free time waiting at the police station. I also made comment that 99.9% of the drivers of these vehicles were of ethnic persuasion and the majority of them had dark glass all round (illegal) and those funny number plates that are totally illegal for road use, buit proudly on display at all times.
If I seem to be whinging on, sorry, but if the police started to take an interest in these vehicles, maybe they would solve other crimes in the process and cut down on the number of little scroats who think they can get away with violence and threatning behaviour as and when they feel like it.
