Weird behaviour by towtrucks

Spotted yesterday on Whiteladies Road, Bristol:
Council towtrucks (you know the ones - they come & tow you away within 15 milliseconds of a traffic warden slapping a sticker on your window) picking up cars and moving them closer to the kerb!
When challenged by a colleague of mine, the driver said he didn't understand why he was told to do it and assumed that it was a public relations gesture of some sort.
Given that they were then leaving notes on the affected cars explaining what they had done, I reckon its not going to be long before they start measuring how far you are from the kerb & giving out tickets!
