Odd camera (speed or DVLA??)

I would like to think that I am up to date on all the latest scamming technologies that the police use etc but...

Driving on the M5 just after it begins in the South West before junct 31 I was driving Northbound and there were 2 devices on tripods - one over the middle and outside lane - with what looked like a standard "security" camrera and a box next to it like an infrared box or somthing.

No vans, no people no nothing in site. Just these 2 things on the bridge on tripods.

Any ideas? They were both painted white.

Thats some kind of anpr reader. The black boxes are the infra-red illuminators.
Used for? Dunno!

Couldnt have been. Didnt have a large spoiler on the camera or a zorst on the other part
