NIP - 28 Days to respond

Sorry to return to this subject, I have received an NIP off West Mercia "Safety Camera Partnership" Safety Camera my 4rse.
This was dated 30.06.03, however I have been abroad from 22.06.03 until 14.07.03 and have only just come across it.
I view of all the discussions regarding not signing the NIP I would like to request the photograph, this will take me over the 28 days rule and I don't relish a Woodentop knocking on my door at 2.00 am.
Does the 28 days mean you have to "respond" within 28 days ? or because I haven't returned the NIP will they come a knocking..
Your thoughts please guys,

errrr, do you mean you were outside the country at the time of the offense, or when the letter arrived?
BTW, don't worry about the 28 day crap - if you request a photo, it is up to them to provide it in time for you to respond, otherwise you can say in court that they withheld vital defense evidence. Or something like that.
