In N Wales (where else?) 39 in a 30. On way to take get vehicle on station where needed sharpish, but NOT a shout.

Hmmmmmm. 99% of organic enforcement would exercise due judgement. Say 99% because the circumstances may mean that 39 in a 30 is genuinely dozy, otherwise there is always one prat. As for electronic enforcement.....

Shortish words simply put.

Another ambulance driver has been nicked by a N Wales police speed camera for travelling at 39 in a 30.

Understand so far?

The ambulance was not on an emergency call but being driven to another station where it was needed to go onto service reasonably quickly.

Still with it?

Because it was not an emergency call the driver will get prosecuted for sure. Yet it is most likely that, unless the place where he was caught is a genuine dodgy situation, that if he had been seen and stopped by a genuine traffic bod he would have got no more than a severe bollocking. Yet no such latitude is given by cameras and their civilian operatives.

Therefore can one assume that emergency vehicles will now be driven quickly only when they have been given the full ok for a blue light journey?

Is that clear enough now?
