Do I sign my NIP or what? am I letting meself in for a load of grief? will I be dragged through the courts and publicly humiliated, do I need to hire a smart brief?

What ya do is to stick a pencil up each nostril and a pair of underpants on your head, before saying the word "Wibble" to everything they ask you. Theyll think youre nuts (good possibility you are already ) and let you off with it scott free!
Tip: Make sure the pants are empty before placing them on your head, ie, no one in them!

after some of the letter iv sent the local scamer lot

Ill bet they think im totaly insane.

crazy bit is they never bothered to take me to court for any of em.

Apparently you get someone else to fill it in for you, but they mustn't sign it! And come to that you mustn't tell them how to complete it or what to write.

However not sure how that fulfills the requirement for the Registered Keeper to supply the information

Hand it to your lawyer and ask him to discharge your legal obligations in respect of it. He dosent sign it, and neither do you.
