signs for hand held lasers???

If a static speed camera has to have roadsigns indicating its presence, why does a police hand held laser not??
Just wondered, because i saw a BiB on an overbridge of the M56 (Cheshire) on sunday - his car parked behind the bush and you could only see it as you looked whilst going under the bridge (i was a passenger not the driver), and the BiB himself was very close to the bush, although he at least had his hi-vis on.
Why the difference?
