The article was about how the government have buried their transport targets and so the trains, busses and tramms are going to be even busier, even worse in 2010 rather than better.
However, the article does state that 'deaths have remained at about 3,400 a year since 1998'. Improvements have been down to vehicle passenger safety improvements.
So the introduction of Scameras has done nothing to reduce the death rate. Damning evidence?
