If a Specs camera is scanning the front of a vehicle I assume it is looking to recognise the shape or colours of a numberplate.....

What happens if it does not find one?

Sweet bugger all.
Itll flag the picture up for an operator to look at, but without a plate, theyre stuffed.
Dont forget that some are rear facing.

how does the camera know it has a car/bike passing through?

It can't do bikes (if it looks at the front). Although it can still take lovely pictures of you doing wheelies.

I know it can't do bikes but what is it actually trying to do, technology wise?

If it can't do bikes and you drove a car through without a front plate what would happen then? would the operator have your speed and then have to resort to using a local cctv to get your rear plate or would the software just fail to read the plate that does not exist and regard it as an error and pass through, on to the next victim?

Specs relies heavily on automation to process as many of us "miscreants" as possible as fast as possible thereby maximising revenue return and generation.
It looks for an oblong on the front of the car within a predefined grid within the cameras' focus.
The software simply looks for the shape of the plate, after the video capture of the car has taken place.
It compares the number letter combo on the plate and , then when you pass the second set of cameras it does the same again, does a quick distance over time calculation and if your average speed is above a predetermined threshold, it gets your plate from DVLA and gets the info off for processing in readiness for a nice NIP.
If the capture is unclear or it cant recognise a plate, it flags up for an operator manually read it.
No plate equals no identifying reg number so nothing they can do. They cant use cctv footage either, cos theres still no id.

with a fine for not displaying a plate of 30 quid it looks like letting it drop off could be the solution in the future

And plenty of West SUssex cameras have a pic of my middle finger...

...the only time I speed in a thirty is to go into the oncoming lane as fast as I can with finger extended. It's suprising how many flash.

Dunno if they all get a pic though - hope so.

I can see the bloody things, I just don't want to abide by them especially in a 60 which is so wide you can pass 4 cars through side by side and with no dangerous junctions.......

Would a Bond-style revolving number plate throw it out, I wonder... Pass one camera as one car, and the next as a differently registered one.

I was being flippent and ment no disrespect to actual blind people.They make money because people dont understand how they work and speed in between the cameras, as they do when the cameras are not there !!!.thus insuring a profit except in the nottigham ring road as they were sussed out by most people and I personally dont go that way any more.

Saw a big blue Yank jobbie, flash past me in the opposite direction today, could have been a Camero? Anyway I noticed it diddn't have a front plate, just a panel with the cars name on it. Rich...
