I recall reading that speeding in temporary limits on roads other than motorways cannot result in points, just a fine. Is this simply my mind playing tricks (again) or is there some truth in it?

If it's true, does a limit for roadworks count as a temporary limit?

And as a supplementary question, why is it that more and more roadworks have a 40 limit rather than 50? Are there any statistics showing the levels of KSIs in roadworks at various speed limits, or is it just another example of Brunstromitis?

Temporary limits are subject to the same penalties as permanent ones. If you are caught and dealt with for exceeding a temporary motorway limit, you will receive a minimum 3 points.

AFAIK as long as the temporary limit is properly marked with official speed signs (red circle, white centre, black numbers) then it's as good as a permanent limit.

If it is just marked by motorway gantries with their orange flashing lights, I believe these are just "advisory" and not enforceable, however it wouldn't stop you being done for reckless if the BiB thought you were pushing it.....please correct me if I'm wrong on that BiBs.

Speed limits are only mandatory when surrounded by a red circle.

Correct, and they must also be properly placed and visible to be legal.

Motorway temporary limits such as matrix signs are only advisory unless they are surrounded by a red ring.

Actually round here we are increasingly getting road works with 10 mph limits and convoy working strictly enforced.

Personally, putting the road workers hats on, I wouldn't be too happy with some of the numpties I see on the roads driving 10 feet behind my desk at 30 let alone 50.

So the orange ones in the central reservation are advisory, but the variable overhead ones on the M25 (with matrix red circles?) are enforcable?

That would seem to make sense.

And, AFAIK, the limit must have been properly sanctioned. I seem to recall many drivers appealing after it was discovered that a temporary speed restriction (although properly signed, etc.) had not been properly sanctioned - Streaky

Peter, I dont think your memory is playing tricks at all. If I remember correctly points were not awarded in temporery speed limits up untill early 2002. I remember this as I was caught in the temporary 40 limit in the roadwork right outside Silverstone circuit, (48 in 40). Thought I would escape under this concession but alas no, still first 3 in the last 30yrs years. I,m no saint I like speed like everyone else, but I,ve picked my time and place and been carefull rather than lucky. This time early morning, no workers, no traffic, didnt see any real need for the restriction under those conditions, didnt ignore it,... just forgot about it.
PS by asking for clearer pics to help identify the driver, I know have four prints, the last on glossy exhibition quality paper that would have cost near on £60 from photoprint

Fair point, but what about when there's no workers? Seems there's an increase in the "speed limit in force 24 hours" signs, along with "speed limit to protect workforce", when the workers aren't working 24x7. But the talivans are.....

I wouldn't be happy with HGVs passing within feet at 50 (I used to ride a bike to work along the A46 dual carriageway so I know what it's like), but many roadworks now have concrete barriers between workers and traffic. Nothing's completely safe, but there's safe and safe. Thousands more die of bugs they catch in hospital than in road accidents.

I ask again, are there KSI stats for roadworks?
