Not Registering your Vehicle- What Penalty

The number of vehicles that are driving around the Country that are not registered to anyone is in my opinion quite frankly, amazing.
These people that dont bother to register their vehicles are causing major problems for both the Police and the general Public alike and are getting away with a whole host of offences.
We see them on the roads everyday, driving with No Insurance, Driving like utter idiots (inc Road Rage),Speeding all the time, Parking Wherever they choose,even getting away with Murder on occasions.
ALL BECAUSE THE VEHICLE IS NOT REGISTERED TO ANYONE!
In a way, you cant really blame them because the penalty is a complete and utter waste of time and certainly no deterent.
These people affect us all, when they crash into your parked car and make off without stopping,someone has been clever enough to get their index number and it turns out not to have been registered to anyone for some considerable time.....the list is endless.
My question to you on this Monday morning is, have you ever been a victim of this slaggy behaviour,what penalties do you think a perpetrator should receive and most importantly......how can we stop this happening.

The police have used camera vans to encourage this sort of behaviour. Nay, make it almost essential for many.
My plates are covered in masking tape and will stay that way.
I think the answer is more red tape, which will go down like a lead balloon..
When we marry we have to sign a register, witnessed by an official and others which is then recorded for posterity. Why not do the same when a car is bought or sold ?
I also think that cars should carry more information other than the tax disc to reflect insurance, MOT if applicable and registration details. With todays technology it doesn't need to be 6 sides of A4 plastered to the windscreen after all, does it ?

I witnessed (and was almost involved in) a very bad RTA on Saturday, where the main perpetrator of the carnage was a joy-riding youth - 60mph straight over (like really over, no signs or flowers left) a roundabout and into the side of cars entering the roundabout.

Wonder why these unregisterd cars are not picked up by the increasing number of Automatic Number Plate Recognition (ANPR) systems in vans which are seen quite often in Wales.
Any suspect vehicle can be spotted from several hundred yards (don't do metres) away and by the time it gets to the ANPR van it will have been checked via the DVLA. Any problems, off goes a cop on a bike in pursuit.

I once bought a car and the lady just gave me all the paperwork cos she didn't understand how to fill the V5 in.
It took me about a week to get round to filling in the document and sending it off, but during that time, I had insurance and it was taxed. Would having no registered vehicle effect the insurance and if I was stopped, what would the penalty for driving unregistered have been?

I actually thought the recent ANPR and local crackdowns was getting somewhere - I rarely see an untaxed vehicle now, whereas a year ago I saw loads.
One of those Police Camera Action type programmes on Sky the other evening was out with the Met Police. They had just got a few cars equipped with ANPR (through the windscreen like the normal video cameras). As they drove down the road the ANPR system was reading plates of cars (going both directions I think). It was picking up dodgy motors all the time.
I think this is an excellent idea. The Police are 100% right in saying dodgy car = dodgy passengers up to no good 90% of the time. TonyRec, do you know how long before these systems are in patrol cars across the country?

We are getting trained up in the next few weeks and its only going to be Traffic cars that are going to be equipped....in the Met area anyway.
I believe that all Police vehicles should be fitted with the ANPR system as its a great way of detecting slag!
Only downside is that if we only have say, a couple of Traffic cars working on a Late Turn, theres a very good chance that both will be tucked up dealing with prisoners in a short period of time. Who else then is available to deal with all the Trafpols duties....Fatals, Polaccs, vehicle exams (requested by Divisional Police), Amblulance Escorts etc etc.
I believe that these cars will be so succesful that the 'Job' will have to have people set aside to process and ultimately deal with the prisoners as a result of this superb piece of kit!

No you wouldnt...however, theres more chance realisticaly of you getting arrested as a result.

The real downside is the secondary effect on law abiding motorists. I'll explain:
When ANPR is commonplace the scrotes will just resort to number plate cloning - then the people who have been cloned get the crap from parking tickets, speed cameras and worse. If they can't clone, they'll just steal numberplates.
The idea that ANPR is any sort of long term solution to anything has me completely baffled. It's just going to shift the problem around a bit. Dumb dumb dumb.
