Anything other than red shown to the rear or falshing amber (indicator) is an offence.
If the light can be seen from the rear underneath the car, then there is a technical offence.
You cannot show red to the front.

It depends on how irritating they are when stopped. Most are usually polite and therefore get a warning or VDRS.
The occasional one acts like a bit of a 'Kevin' and gets a £30 reminder about the fact

If you are talking about these neon tubes, I was informed (not that I wanted them) by a car accessory shop that they were deemed illegal if you could see the tubes themselves but not if you could only see the light they omit.
I have also seen cars with blue LED's surrounding the exhaust tail pipe.....
I've only ever seen neon coming from under the nova/astra/205 - isn't this really dangerous? Don't neon lights have some kind of high voltage transformer which can cause massive probs is there's an oil or fuel leak?

But they aren't showing to the rear, they are illuminating the number plate. If theye were in someway damaged so that they were actually showing white light from the rear than that would be an offence.
