Gatsos in motorway roadworks

Thoughts based on my regular trip through M25 J27 roadworks. There are huge numbers of cameras scattered around here!
Two questions:
1) Can a Gatso on the hard shoulder genuinely monitor all 3 lanes at once? If so, why is there one per lane round Heathrow?
2) What happens if a speeding car and one or more non-speeding cars pass it at the same time -- can it reliably distinguish between them?

Linked question - sorry don't mean to hijack, but question is very similar and could be answered by the same person.
When a talivan is on a motorway bridge (as seen quite frequently here in South Wales) I noticed that, even when pointed in the same direction, they change postion on the bridge, appearing to cover different lanes.
From this viewpoint can they cover all three lanes, as per the previous question, and multiple targets at the same time?
