That is the term that the RAC legal people use when an FPN is issued after someone has written back pointing out tht the first NIP in the chain wasn't issued within the 14 days. (I believe that the time limit on FPNs is 6 months). I think the RAC have a solution to the problem, but I don't know what it is. Can anyone help?

I believe that you can simply reply to the 1st one stating that there is a "bar on prosecution" given that the time limit has expired.

Unfortunately, if somebody responds to the first NIP with a name, this avenue is lost.
