Traffic survey

Why do they do a traffic survey in the ruch hour on a monday morning. A52 towards Derby was stationary this morning backed up for miles.

People are coming into work now after a 2 hour journey that should take 30 mins. Luckily they were just setting up when I went past.

One or two will be working late tonight.
