Council RAISE Speed Limit - Shock!

The local paper reports that, in an unexplained outbreak of sanity, Hillingdon Council has agreed to INCREASE the speed limit on a local stretch of urban dual carriageway, from 30 to 40 mph!
Whilst not wishing to knock this unexpected, and welcome, initiative, it does beg the question - why? It is 10 or so years since this particular section of road was dualled, so what has now changed to warrant raising the limit? It's not as though there has been a noticeable public outcry or anything...
It's true that 40 mph is a much closer approximation to the road's natural 'road-speed', so it might just be an unusual application of Council common sense. Scary, huh?
Seems like the only losers will be the BiB who regularly use this stretch of road for (speed gun) target practice - shame, eh?

Didn't it used to be a 40 maybe 5-10 years ago? I used to commute that road many moons ago!
Don't think so - IIRC when it was dualled it kept the pre-existing 30 limit. Still, at least the Council's decision to raise the limit recognises the reality of driving this road - just wondering why it's taken until now...
