The M4 speed camera nonsense

This evening I heard from a reliable friend that this scam, masquerading as truth, has been alerted to MOD personel via the Redcaps!!!
I can fully understand why threads on this topic are getting closed, but I am beginning to get concerned about a few wider issues:-
1. Was this started as as "scam" e-mail, or is somebody in government office doing a bit of "kite flying??
2. For personal reasons I am spending a lot of time on the M4 at the moment between Chippenham and Reading. I have checked these signs in passing, umpteen times, and can confirm that there is no sign of a SPECS camera in any of 'em - however -
How many of the great unwashed out there will be starting to make sure that their speed on this bit of the M4 stays below 78 over the next few months?? Will the scamera partnership "succeed by default" here??!!??
