Europe-wide Licences To Make A Point
Get stopped for speeding abroad and the fine and penalty points could appear on your licence here. That's one possible outcome following news that there is to be a new Europe-wide driving permit.
Plans are afoot for authorities in all 15 current EU member states to issue a standardised licence similar to the UK's photo ID. Transport officials say such a permit would replace the 80 kinds in use across the Continent, and should cut down on fraud, as well as harmonising driving restrictions on non-national licence holders.
But this leaves the door open for bringing endorsements into line. A single licence could make offences in one state applicable in another, and count towards an overall 'totting up'. However, a Department for Transport spokesman said that any change wasn't imminent. "The approval process is very long," he told us.
Meanwhile, UK drivers face Continental-style on-the-spot cash speeding fines. This is being considered to stop foreigners evading penalties.

No plans though to standardise on punishments, so your offence could rack up more (or fewer) points depending on where you do it.

Another point here is that driving tests and vehicle maintenance standards are not the same throughout Europe. Not too much of an issue hen you're thinking about the current EU, but what about after enlargement?
Example: I'm in Cyprus at the moment and Cyprus accedes to the EU next year. Everyday I witness some of the worst driving I have seen anywhere in the world (and I've been about a bit). You think the UK is bad for numpties and laxxers? Try here. So, presumably, someone passes the joke that passes for a driving test in Cyprus and then has a licence vaid throughout the EU?
Not sure if its too relevant, but Cyprus has only just introduced an MoT system. The test is laughable and the ticket is valid for two years.

Just thinking about it logically, the UK would see a decrease in the number of tourists in cars.. why drive here and risk having your licence taken to the cleaners when you could go to almost any other EU country and not face persecution..
