Was it a speed trap?

Went past a plod Volvo patrol car on saturday afternoon A361 Devizes outside the wilts. police HQ of all bloody places wasn’t going fast just keeping pace with normal traffic flow about 35mph worried about getting a NIP now though but not sure what the plod was up to. He was on his own at the roadside outside his car, he’d pulled his car into a driveway at the side of the road and had in his hand what looked for all the world like a home camcorder! and he seemed to be videoing passing traffic, the mrs even waved at him as she thought she was on tape.

I’m assuming the worst that it was a speed trap but I always thought that plod’s laser/radar guns were hand held ‘guns’ and when they got you they pulled you over there and then. Anyone know of/seen anything like this before?
