Question - 14 days NIP, proving receipt???????

A quick q for the legal beagles.
I think I got picked off 12 days ago, if the NIP arrives on the 14th day how can they prove I didn't receive it until the 15th????? I believe they are not recorded delivery.
I always thought from old law courses years ago that proof of sending was not proof of receipt???????

Terminology here is 'served'. For the purpose of speeding a NIP is deemed to have been served if it is posted First Class (or better) within 14 days (not counting the day of the offence. First class post should reach the registered keeper within two days so if you are the registered keeper and have not received a NIP within 17 days you may well be in the clear. Always keep the envelope if the post date is more than 15 days, because you can simply return marked as 'out of time, no case to answer'.
