I'll probably have someone with far greater political awareness than me correct me on this but:

- EDM doesn't actually mean a lot. It's a statement of policy stance, in this case by the conservative party. It doesn't mean that a debate will happen, it's simply a nailing of colours to mast excercise.

However it is one more step in the politicisation of this issue. There is no doubt that motorists rights will be a campaign issue at the next election, and if the perception at government is that this is an issue over which votes can be won or lost, then we're likely to see it get greater attention in parliament.

Short answer: it's the thin end of a wedge that will hopefully lead to a change in the law.
