In the 9th Dec edition there's a letter from a chap in Wimbledon who used to work for the local council assembling accident statistics.
He descibes how the police would write a report, which would be condensd by another department before he had to reduce it to a word or two for the Govt returns.

"There was no room to give an explaination; the simple solution, I was told, was to write 'excessive speed'. I obediently did so over and over again. I should, of course, have been writing 'driver error'. I have mistrusted Govt statistics ever since."

He then does the decent thing and apologises before going on to point out that the accident rate on Bermuda is 6 times higher than any other country* despite having a blanket 20mph limit!

*1 fatality & 15 serious injuries for each 3 miles of road!
