How do i apply for road tax now?

To cut a long story short i bought a car last september on which the car tax had just run out. The guy i bought it off told me he was in the process of doing the SORN and would send on details.
I registered the car to myself but never recieved any details from the guy about the SORN and have tried to contact him a couple of times, or from the dvla since.
The car has been in my garage since buying it but now im ready to put it on the road but dont know where i stand with regards taxing it and also the SORN details.
I'll be honest im not very clear on all this sorn business but would like to know can i just apply for road tax or is it more complicated than that?

If it was licensed it would say at the top;
Date of liability ~ date of tax expiry.
further down it would say,
Vehicle Status ~ Licence not due.
If it was SORN'd it would say:
Date of liability ~ date of expirey of SORN
further down it would say,
Vehicle Status ~ SORN not Due.
I suspect your car hasn't been SORN'd. Contact DVLA to find out what to do.

As the new owner/Keeper of the vehicle and No Excise Licence in force then when you notified charge of ownership you should have declared SORN if you were not going to put the vehicle on the road there and then or take out a new Licence irrespective of what the old owner did nor did not do..
Failure to do so could lead to an £80 supplement to DVLA (£40 is paid quickly) if unlicsensed for more than a month.
If you have the V5 (Reg Document), Insurance, MOT and the cash then you can trot off to a Post Office issuing Licences and get the required document. Or you can tax on line. Go to DVLA site for details.
After you have done so you may be lucky and escape the wrath of DVLA, you seem to have done so so far in that £80 supplement.

You can also check on the DVLA site when a car last changed keeper - it might be worth checking this and seeing if it ties in to when you aquired the vehicle. If you've not had a penalty notice for failure to tax or SORN the car then either DVLA have messed up (not unknown) or your name isn't on the V5C (my gut feeling)
