Just heard on the Radio about some famous person who was caught speeding at 102mph on the A40 (I think) without a driving licience.

He was given a 7 week ban and £2000 fine.

How can you ban someone who does not have a licence?

When i passed my test some 4 years ago, i was so skint that i couldnt afford the £18 fee to swap my test certificate for my full license, so i left it - until i suddenly remember, 10 days before it expired! Luckily they managed to process it with about a day to spare - that would have been nasty if theyd been as slow as id expected!
