The plans were explained to MPs today by Richard Brunstrom - the controversial Chief Constable of North Wales Police.
Trials will start next year of roadside finger print checkers. Mr Brunstrom, who is Britain's chief police spokesman on driving issues, told MPs it was a better idea than forcing motorists to carry their licences.
"The technology exists to do this, it's already exists in France. And we are experimenting with it from summer of next year," he said.
Supporters say the idea will work as police already have a third of the population's fingerprints on file. But there could well be opposition from civil liberties groups.
Mr Brunstrom is already used to controversy because of his strong support for speed cameras.
In north Wales the controversial Arrive Alive campaign catches up to 3,000 motorists a month.
Critics say drivers are being unfairly targeted just to raise money - and some hoteliers believe the two year old campaign is scaring away tourists.
But the Chief Constable told MPs on the the transport select committee that the campaign enjoyed widespread support.
"We do quarterly opinion surveys in my own force and support has been rock solid - 75 per cent, despite all the contentious issues."

Couldn't agree more!!! this control freakish government WANTS a DDR style country, as they have a MASSIVE inferiority complex!!!
ANYONE who might be able to afford a decent car, earn good money, live in a "better" house is being targetted in favour of wasters everywhere, in Unions, the Labour party, on the dole, or the "recently arrived"......

Just a little point on the legality.
As I understand it, the law allows for people who have been arrested (?) to have their fingerprints taken and recorded.
The line about this precluding the need for drivers to carry their licenses suggests to me that this is a plan to *check* finger prints against the existing database rather than recording them during a routine stop. So it looks like they'll not fall foul of the law.
However, without additional legislation I can't see any way that they can force you to provide your prints for checking. But what's the bet that if you refuse, that will then be sufficient grounds to take things further - search of the vehicle etc...
As they admit they only have 1/3 (which seems bloody high to me anyway as it's just supposed to be criminals on the register I though) it's going to be absolutely useless for the other 2/3 of the population.
Does anyone see a trend here - concentrate on a minority of something and allow the majority to be ignored. If it were ethnicity we were talking about, it'd be called racism...

It'll probably be required when you apply for you provisional licence. This will then be checked when you do you driving test to ensure some scrote doesn't get an 'expert' in to pass the test for him.

Do they mean 1/3 of the criminal population? - this whole statement seems like an extrordinary claim and is frankly quite scary.

One third or 1 in 3 is just a conveniant number to use for statistics......
ie 1/3 of all crashes are caused by speeding.....
