Traffic Wardens

I just got back from a job in Soho Sq. I had an appointment for 9am, got there at 8.30 as traffic was light. I stopped on a Parking Meter outside the Pub and was waiting for someone to turn up. As it happened no one showed so it was a wasted trip.
While I was waiting a traffic warden stopped by the meter which obviously had no time on it.
I wound the window down and told him that I was waiting for someone to turn up at the Pub so I could unload.
He asked was I going to put some money in the meter or would I like for him to issue me a ticket.
I asked can I not wait here in the car.
He said no.
I said so I should drive round the Square and cause more pollution to the City?
There was no response.
After driving round the Square a pile of times two Police Officers appeared and were taking a slow walk round the square. After passing them for the third time one of them waved me to pull over(After all I was asking for it). I stopped, wound down the window and he said You must be getting dizzy.
I said yes something like that.
He asked what I was doing.
I told him I had an appointment at the pub on the other corner at 9am and was waiting outside for someone to show up, then a Traffic warden told me that unless I put money in the meter I would get a ticket. So it's cheaper to drive round in circles and pollute the city than it is to pay the one pound for 6 mins on the meter.
He said yeah and your polluting my lungs as well.
I said I was sorry about that but he would need to take it up with the traffic warden.
He wished me a good day and left!
So what's the crack with central London. I had to pay Kens 5 quid TAX to get in there, the square must have had over 150 empty meters and two traffic wardens walking round it! and I am not allowed to stop and sit!
I hope he goes home tonight cold and wet choking on the fumes from all the cars he made drive on.

'Parking' is different from 'waiting' or 'stopping'. I actually think that if you are sitting in the parking space with the engine running, you are defined as 'waiting' and can't be give you a ticket. Or I maybe it was all in the dream I had last night

I was sitting with the engine turned off, Just a waste of petrol otherwise and just adds pollution.
I was still waiting, waiting is waiting engine on or off. I chose to park on the meter rather than the doubble yellow because it was a designated parking space.
Perhaps I could understand if it was the last meter and there was customers waiting to pay the £1/6Mins charge but there must have been over 100 empty ones! No one will park there because it's so damn expensive and they enforce the 2 hour limit as well!
