well, not quite the way some PHers would like it to be. It's not the numpties pottering down the middle lane of the M25 that can be banned for life, but the kerb-crawlers.
New powers (under The Powers of Criminal Courts Act 2000) that come in effect tomorrow also give the courts the ability to permanently take away the licences of 'boy racers' and other anti-social drivers.
What's the betting that they are more commonly used to ban drivers who exceed the speed limit by 1 mph four times in three months
