Ban all drivers?

It seems to me that, by following current government initiatives, all motorists should be banned because:

1. All motorists have broken the speed limit.(I don't believe anyone who claims to have never done so)

2. They have all done it at least 4 times.(I don't believe anyone who claims to have never done so)

Therefore: under totting-up they should all be banned.

So we're all criminals then!

If someone had been 'away' for a few years and then returned to this, what would they think?

Does anyone know how we got into this state in such a short time?
