How do i apply for some cash from it?

I was a victim of a speeder today, he overtook me and i was phsycolgically damaged by the whole episode and I want some money from the victims fund seeing as the two things are so closely tied together now....

Oopss..this should be in general gassing....

On the radio they had some woman on who would have irritated me had I listened properly. But she did say that this is to help educate people that when they commit a criminal offence, they should think about the victims.

My question (#1): I didn't think speeding was a criminal offence. Is it or isn't it?

Question (#2): If it's not a criminal offence, is this not just another case of very weak propaganda trying to link motoring offences (some of which are very minor) to criminality?

Yes, it is a criminal offense.

I believe it's referred to as a "non-recordable criminal offence". In other words, it is a criminal matter, but doesn't go on your criminal record.
