Do Speed Cameras pay for Dome?

Just heard on the radio that the Dome has cost us £40 million (or was it billion?... I forget) so far and it will keep on costing the tax payers money until its turned into some sports thing.
Maybe this is why the government has had to setup Tax Camera Partners to collect money in to pay for this thing thats making them looking STUPID?
As we know the Police force keep some money, but all the excess goes to TonyB and his idiots - must be for things like this?
