Car Passenger injured in an accident - Insurance

Would appreciate some help please.
In the event that someone is injured as a passenger in a car who do they claim against in the first instance?
Brief situation is that Mrs X was a passenger in a vehicle that was involved in an accident. Looks clear cut that the fault lies with the driver of another vehicle that hit the vehicle Mrs X was in.
Should she approach the insurer of the vehicle she was in or go direct to the other driver's insurer?
Lawyers acting for the insurer of the vehicle she was in are not being helpful.

The initial claim will be against the third party who caused the injuries, however, if it turns out after investigation (which would appear unlikely) that the driver of the car in which the passenger was being carried was at fault, then the claim would be against the driver of that vehicle.
If the claim is made by way of a no win no fee or under legal expenses insurance, make sure that the driver and the passenger use seperate solicitors, because if it (the claim) goes pear shaped for whatever reason, then the passenger claim would have to be dropped by the original firm and they would have to seek another firm due to direct liablity as the same firm could not negotiate as there would be a conflict of interest.
