Does anyone know what happens when say, a person aged 20 (for arguments sake) gets convicted for a Driving Offence but they have never applied for a Licence?

(I do know the answer for anyone that doesnt know me )

is the conviction not 'held back' until the person does apply for a licence?

Old friend of mine stole his mates motorbike (borrowed, as he said) and rode through town on it at 5mph-ratted.

He got a fine and a ban, but he was 16; so that didn't mean much to him at the time.

Bit of a downer when he did learn to drive though...

in 97 my missus took 3 points for me for not giving the name of the driver for speeding, she got 3 points and a £100 fine.

she was told that the points would stay on her license for 3 years.....she didnt have one then and she still hasnt got one now but afaik they are now spent.

If she has never had a Licence then your lucky that they didn't sheet her for No Insurance and perhaps yourself as the keeper for permitting.

Insurance in the main only covers those that hold a DL, have held, and not disqualified......

See what a web of deceipt you weave by telling porkies..

read it again DVD! Sounds like the car was registered in her name and she got done for not telling who was driving. You don't need insurance to be the owner of a vehicle... just to drive the thing!

But I might be wrong!

That's how I read it.

Which is why I seriously debated putting my car in my aged grandmothers name and simply insuring it any driver. Just because she's a forgetful old dear....

AFAIK a 'ghost' licence is created and should the person concerned apply for a licence the points from the ghost licence will be aplied to the 'real' licence.

to clear up any misinterpretations,i will explain....

in the summer of 1996 i was caught inexess of the speed limit on an empty dual carrageway,i was given a speeding ticket but didnt produce in time (even though i did produce my insurance docs at the scene).when the police did a vehicle check it wasnt in my name (admin error at dvla,i.e they lost the paperwork) and the only way of finding the owner was through ford finance.....the van was financed in my partners name (as i had no credit rating at the time) so they asked her for the name of the driver, she refused to give the info and subsiquently got taken to court.she was asked again in court to i.d the driver and again she refused.she was given the fine and 3 points for not disclosing the name of the driver.

p.s,i had fully comp light haulage hire and reward insurance on the van, cost me £1000......it would have cost a damn sight more with 3 extra points!....hence why we went down the 'keeping schtumm' route....im not proud of it but it did work.
