Why were the police checking tax discs?

Just speaking to my sister and she raised an interesting point:
on her way to work this morning, she was held up in a queue whilst a police unit checked the tax discs of every car going into her industrial estate.
The question is, now that the DVLA have their shiny new computer to target untaxed vehicles and issue the registered keeper with a fixed penalty fine, why are police officers still being deployed to carry out this task?

No tax displayed is a good start for a vehicle that is un-registered and un-insured.
There are many stolen tax discs and photocopied/forged discs so close scrutiny will pick these up.
Also a slow moving flow of traffic will reveal other offences e.g. no licence, disqualified drivers, stolen cars etc…
We don’t really care much about the tax disc, that’s DVLA’s problem. It’s just a good starter for ten for us.

Most of those folks will be workers - not much chance of catching anything there I'd say.
Try your local council estate about 2 pm.
Bald tyres, un roadworthy cars, illegal modifications, cars that have been Kevin'ed.
