You could, but if they push it, it's up to you to prove it (permitting).
However, Newbury v Davis says that an owner cannot be guilty of permitting where he has lent his vehicle on the express condition that the driver provide his own suitable insurance. I have not seen the judgement, so I don't know how watertight it is.

They don't when you give them the £60. If, however, as in the OP, you name someone at a foreign address, the response varies from force to force. Essex, e.g., will certainly threaten you with, and indeed caution you for, permitting; whether they follow through, I have no idea.
