Temporary Traffic light ruling??

Anyone know the law on Temporary traffic lights?...I've been served a NIP for failing to stop at a red light at a set of Temporary lights.. I'm thinking of contesting it as the light was green when I moved from the "wait here.." sign (which was at least 10 metres from the traffic light equipment) and there is no photographic proof that the police can provide - so its my word against theirs..
