Afternoon all,

A long one..

Recently the girlfriend was given a council house.
The house is an end terrace, with one house next to it (middle terrace) & a house the other side which is the end terrace for the block of 3, (that house was housing association but was bought by the tennants.)
When my gf moved in, her house had no side gate on it & no dividing fence in the garden, so hers & the middle shared a large back garden, he seemed nice enough when we moved in, incredibly nosey though, he's a gay man living with 3 kids.
The tennant before my gf was an old man who died in hospital.
Whilst he was living there the gay guy, let's call him Julian had full access to the rear of his house.
When my OH moved in he & his kids 10,16 & 18 would regulalry use the back door (no pun intended) to take their bikes round, run around the blind corner & for taking their bins round.
As the OH is 7 months pregnant she asked if they would mind pushing their bikes around the corner so they don't collide with her as they almost knocked her 5 year old over riding around.
This did'nt seem to be a problem, until the 16yr old daughter was coming round the back @ 3am with her friends on weeknights & weekends banging around by the OH's back door, waking the dog up & waking the whole house up.
OH obviously did'nt appreciate being woken up whilst pregnant @ that time of the morning when she had to be up early to take her's to school.
Since then, the housing association gave my OH permission to a 1800mm high gate up to restrict access, so that next door was allowed to take his wheelie bins around, take his bikes around & to be able to access his back garden for deliveries etc.
But it was to be stricly for "access only" when needed, not to be used as a new front door.
OH was advised to make it a 1 way gate with a spring on, so once he'd gone out he could'nt get back in again, he'd have to use his front door & walk around.
Regulalrly on bin day he'd wake up my OH as he'd locked himself out putting his bin out as the gate had swung shut behind him.
Instead of wakign his own kids up, he wakes my OH & her boys up @ 7am to moan at her, telling her it's not fair, it's stupid & he's complaining to the H.A.
It's all been pretty okish recently, until the other day he was locked out for the umpteenth time.
He came round to the OH shouting it's not fair, he has a 10 year old in the house asleep and he can't get back in again, he need's a key etc.
Yet he regulalry leaves his 10 year old when he goes out for the day or shopping for hours.
He's now written to the H&S dept & to the housing association saying that if an ambulance needed to get around the back they could'nt as it's a 1 way gate.
The H.A. have come round & told the OH she has to put a lock on it, (facing outside) & give him a key so that he can get round, she also has to pay to put a gate & fence up between the 2 gardens as she's the one with a dog, even though the dog's the size of a cat & is taken into the garden on a lead & never let off.
OH is now extremely upset, heavily pregnant & at her wit's end, she does'nt really have any money & is getting sick & tired of being berated by the big queen next door.
The HA have gone back on saying the gate's fine & now want it altered.
I'd be all for posting st through his letter box, or chinning him, but as the OH is on her 12 month "probationary period" & as i don't actually live with her i can't really get away with it.
He will NEVER say anything when the OH has anyone round, it's always when she's alone, which frustrates me as he always put's on front of being a really nice & friendly bloke to me.
Regualrly if i'm around her house i can hear them go "she's home, yuu can use her garden anymore" etc.
It's frustrating from my point as i don't know how to help the OH.
Is there anything we can do, as she was knocked over the other day by one of her kids & hurt quite badly, she won't complain to the HA as she thinks they'll evict her & i've said to her the plod are useless as they'll say it's civil.
Currently the guys away & his BF is house sitting for him.

Sounds like you need independent witnesses and/or video.

Why are people so inconsiderate?

I am not really following this.

Is the gate between the two houses?

Is the gap between the two house a shared access path, or does it "belong" to one of the houses?

Can she just not get a fence put up between the house and put a gate to her garden on the fence?

I think we need a google map of the houses in question to work out "where" the issue is.

Sorry wasnt much help, but a bit lost in the location the gay guys swining gate access issue

Not sure the words 'homo' and 'horn' should be uttered in the same sentence on PH. It'll only go one way (ooooer missus).

She's tried saying she's a pregnant young woman, living on her own & is scared for her safety, with them using the back door.
(This part is true as she was a domestic violence victim & the ex came back trying to smash the front door in of her old house).
Which is why the HA told her to put the gate up, they told her to make it one way etc.
Since "Julian" has complained & made some bullst ambulance excuse they've gone back on their agreement.
What i've told her to do, is write down anything thats fresh in her memory, we'll write a letter later on, asking for detailed spec of type of fencing, locks access, gates etc.
Send it via recorded delivery so that if they decide to change their mind she has something in writing.
I would get her some CCTV but i reckon he'd moan about that saying it's a breach of his human rights.

thats what i was thinking, is theres a path along the end of her garden? or does the gate just go straight onto her property ?

is that path a fenced in corridor or open?

Sorry i'll try and get an image up in a moment.
Her house is end terrace, with a path around the side, Julian needs to use this to get his bins around & anything like bikes etc.
She does'nt have an issue with this, i put her a gate up to what the HA said.
As it's one sided, he can get out, but it will swing shut behind him.
He keeps "forgetting" it's a swing shut door & get's locked out, then moans as he's forgotten his key.
Even though the gates been there nearly 2 months now.
The HA have told the OH that a gate & fence needs to be put up between the 2 gardens aswell & SHE has to pay for it as she owns a dog.
The HA said it's shared access, but for access only, so he can only use it to get things in & out of his garden, it's not to be used as a general use passageway.
I'll just find it on Google now & upload a pic.

Simple solution would be to sacrifice 3 feet of garden all round and give him a path round the back of your garden to the side access. You'll never have to interact again.

Job jobbed.

If he has his own access seperate from her, then it doesn't need to be a stty one way gate, now does it.

Keep up, dear chap.

Get yourself round there with a shovel, dig yourself a nice flower bed across the full length of where the fence would be, make it say 5ft wide, plant some cheap flowers in it, keep it watered.

As for the knocking on the door in a morning, she either needs to ignore it, so he stops doing it or fit a doorbell, set it to quiet and fit it right next to the front door so that he can hear it ringing but it doesnt disturb her sleep.

Hes clearly trying to make a point
