Parking ticket question.

My mum got a parking ticket today at hospital, Hinchingbroke, and i was wondering if she had to actually pay it or not as i thought there is only certain kinds of parking tickets that need to be payed.

Its from 'County Parking Enforcement' and goes on to say 'County Parking is a private limited company acting on behalf of private clients'

Can give any further info if needed.
