Cars, goods vehicles not exceeding 1525kg unladen, invalid carriages and motorcycles may be parked without lights on a road (or lay-by) with a speed limit of 30 mph or less if they are
at least 10 metres (32 feet) away from any junction, close to the kerb and facing in the direction of the traffic flow
in a recognised parking place or lay-by. Other vehicles and trailers, and all vehicles with projecting loads, MUST NOT be left on a road at night without lights.

Trouble with a near neighbour using the street as a free garage for his business.
IIRC vehicles over 1.5 tonnes have to display lights when parked at night. Can anyone point me to the relevent statute?
Does he run his business from a private dwelling? If so, change of use permission is required from local authority.

Must admit, I never knew that.
My car doesn't even have parking lights, if trafpol in Chester enforced this, ½ the vans and trucks in the city would be stung by it.
Jeepers!! Chester? Who is the madman who designed all the traffic calming around the city? Wot a nightmare.

Its above 1525kg which have to show lights at night in a street lamped 30 limit. Anything parked outside a lit 30mph area has to show lights if it is parked on a road or verge.
The best way to deal with this is to go to the local council if he is running a business from home and tell them.
He may well not have planning permission to do so and they can enforce him to stop doing it.
