If a car has failed an MOT, can it be legally towed (not trailored) from one site to another?
The car is perfectly driveable, but does not have a valid MOT (recently expired, and failed due to small amount of welding required)
It has to go about 20 miles.
Just wanted to make sure, as any expense on hiring a vehicle trailer could be spent elsewhere!

it depends how its towed ie some stearing it no
ie wheels off ground getting towed by truck no one steering it
or on a trailer yes its legal.
failing that it
all for no mot and cant get any points for it and the chances of getting pulled are slim

as long as the place its going is reasonably "local" or can be shown to be the only practical place to take it (e.g. a specialist).
When did the distance restriction come in? I booked a Mini in for a MOT on Mull many years ago.
