Damage to vehicles - Speed humps

A Collegue at work yesterday travelled over a speed cushion at the speed limit. Never having had problems before(drives normal eurobox) he was a little upset to clonk the exhaust manifold. Result was a cracked manifold and a large bill.

He's going to try to get the money out the coucil. I've suggested take pictures of cushion with scale etc.

Now I beleive the max limit for street furniture is 10cm and it should not under highway law obstruct a vehicle in its passage. Does anyone know the details that he needs to quote or a suitable site with example letters and all the law etc.
