BiB Q - Provisional plus Test Pass

Quick question for BiB - does a provisional licence, plus a test pass certificate, equate to a full licence in terms of unaccompanied driving?
Can't find anything on the DVLA web site, other than you need to apply for your full licence within 2 years.

I passed my test and then forgot to send off for my full license (was excited :P)
After recieving a producer, (for the heinous crime of existing... Wasnt doing anything other than driving back from a mates very late at night) I explained the situation and presented my provisional and the test pass certificate.
No problems, however I did immediately send off for my license!
It's not (iirc) the possession of a license, its the entitlement to one.
If I misplaced mine, I would still be able to drive quite legally while a replacement was obtained from the DVLA, surely the same situation applies.

Yes it does...but you must apply for the Full licence within 2 years.
Also, you cannot accompany a Learner Driver unless you hold a Full Licence (for at least 3 years from test pass).
