I imagine that they had actually driven some of the distance prior to the 'blow out' on the Queens Highway.
Maybe the debris was collected there! How many cars do you see on the hard shoulder with shredded tyres? Surely they could not possibly have been driving on the hard shoulder to pick up the problem
Perhaps those officers would have been better off staying on the hard shoulder
