A46 - saturday. Mobile Van question. BiB?

OK, have stated that one had a minor indiscretion a while back on this road which resulted in a NIP from the fixed camera (facing downhill) at the bottom of the 50mph hill section.
When i came down there on saturday, at the top of the hill, on the same side of road as the fixed camera, with lens facing rear of the downhill trafficwas a mobile van....
It can't have been searching for tax discs, maybe number plate recogniton i suppose, and the other carriageway side was too far away IMHO for him to be bagging those coming up the hill.
My question is, why is he *allowed* to set up less than half a mile from a fixed site? Is that not overkilling?? WHy does he feel the need to anyway...?
